Citizens Advice Lewisham recently submitted a response to the Timm's review, intended to ensure that Personal Independence Payment (PIP) is fair and fit for the future in a changing world, and supports disabled people to achieve better health, higher living standards and greater independence, including through employment. CAL's evidence shows that claimants and applicants of PIP face significant, detrimental barriers in accessing and maintaining the benefit under the current framework — with advisers consistently flagging failures in how fluctuating, non-visible and mental health conditions are assessed, an over-reliance on the functional assessment model, and the burden of repeated reviews for long-term conditions. While PIP's aim of supporting independent living is sound, our frontline experience shows it's falling far short in practice, leaving claimants to bear unnecessary financial and emotional strain.
